Explanations for changes in our performance 2006/2007 collection performance. The collection rate for 2006/07 has increased since 2005/06 when we were forced to change the software system that we used to hold our Rates records. During the year 2005-2007 we had to do a lot of work to make sure the new software system we had installed worked properly. This meant that we were not able to take recovery action against non payers until later than we would normally have done.

All of this contributed to a slight dip in our performance at the end of 2006/2007 compared to the previous year.
